License to Carry Firearms
The Lycoming County Sheriff’s Office processes License to Carry Firearms (LTC’s) for Lycoming County Residents 21 and older along with Out of State Residents (with a home state permit) upon completing an application, providing proper identification and passing a criminal background check conducted by the PA Firearms Unit. The license is valid for 5 years. The Sheriff has 45 days to determine an individual’s eligibility to be issued an LTC. The license may be revoked at any time, by the Sheriff of the issuing County for reasons of misuse or criminal activity.
All applicants are reminded that furnishing false information to law enforcement is a violation of Section 4904 of the Pennsylvania Crimes Code – Tile 18 (Unsworn Falsification to Authorities). Any violation shall be dealt with according to law and prosecuted by this office.

Application Instructions for New & Renewal Applicants
STEP 1: Download and complete APPLICATION.
STEP 2: Mail completed application to Lycoming County Sheriff's Office at 48 West Third Street, Williamsport, PA 17701 or submit your application in person. DO NOT MAIL A CHECK OR CASH TO THE OFFICE. PAYMENT IS DUE WHEN YOU PICK UP YOUR LTC. We will reach out to you within 10 business days to verify receipt of your application. Or you may walk in with your application or complete upon arrival at the Sheriff's Office.
STEP 4: Go to the Sheriff's Office, County Court House, 3rd floor, 48 West Third Street, Williamsport, PA 17701 with a valid PA ID or Driver's License and payment as shown below.
Please have the following items upon arrival:
- A valid state issued PA driver’s license/valid state issued photo ID and current License to Carry Firearms permit. If you are an out of state resident you must bring your current photo ID and valid license to carry from your resident state.
- The fee is $20.00. We accept cash, check (make payable to “Lycoming County Sheriff”), credit card or money order. There is a $2 processing fee to PayGov for use of a credit card.
Hours of operation to obtain a LTC are Monday – Friday 9:00 a.m. – 4:30 p.m. except on Government and Major Holidays.
Please note, background checks with PA State Police can take a few minutes to a few hours or their system may be down.

Cost of Application/Permit
LICENSE TO CARRY FIREARMS (LTC): $20.00 Cash, Check, Credit Card, or Money Order. If paying with a credit card, there is a $2.00 processing fee to PAYGOV.
LEOSA (Law Enforcement Officers Safety Act): $5.00, MUST BE A MONEY ORDER or CERTIFIED CHECK payable to the COMMONWEALTH OF PENNSYLVANIA. THIS IS FOR RETIRED LAW ENFORCEMENT ONLY.

Monday through Friday 9 am to 430 pm, except on Government and Major Holidays when our office is closed.
